Previously and up until 2012, Medicaid was State operated which served it’s poverty and indigent, and was completely within each State’s jurisdiction to run in every way. But now, in the Obamacare law, it commanded each State be required to fulfill the EXPANSION obligation which raises to 133% over the poverty income (about $10,000). So, now it will include people who earn up to 25,000- $27,000. People may be allowed to qualify in two other ways: 139%-250% bracket and the 251-400%. This will be determined through an application process through the healthcare exchanges.
