Obama promised that health insurance rates would go down an average of $2500 per family. My health insurance coverage has gone up dramatically since passage of ACA and the program hasn’t even fully kicked in. Why are my rates going up?

The individual has been lied to. This was not true when it was promised and it is clear it is not true now.

Kathleen Sebelius did in fact confirm and admit under oath in March 2013, that a general policy would rise a minimum of 32%.

With the expansion of Medicaid, and the purchase price of the government approved policy having to include things that were not included previously, your health insurance prices will soar. For example, the Bronze plan for a family of four will cost about $20,000. The Bronze plan is the cheapest of the four policies approved by the Affordable Care Act.
